But actually, nobody is sure how much money THOSE guys are hoarding. If you count real estate and gold horse drawn carriages and looted art in their vault, it's probably much more than $50 billion. But the $50 billion in my subject line is Harvard. Not including real estate, pension funds, etc. Not including the 30,000 students who may (or may not) be paying $60,000 a year (before books, fees room and board) to attend. Yikes – that's $1.8 billion a year in revenue !!! And zero taxes. In fact, Harvard's $50 billion (with a B) endowment is so high, it throws off enough cash each year that it COULD theoretically pay the entire tuition of every student and give them their education free. Without eating into their endowment principle. If Harvard wanted to do that. But they don't. They don't want to pay taxes either. Harvard – like most universities - is a sort of magic kingdom. Where you can turn your back on the real world and pretend it doesn't exist. As long as you have the tuition. Or a scholarship. Or a student loan. A four-year visit (or possibly 6 or 7 year, if graduate school is included) to the magic kingdom. And if you have a Harvard degree look how easy it is to score an elite government job! Harvard should pay taxes. Income tax, real estate tax, capital gains taxes - the whole nine yards. You and I pay taxes, and we haven't got a prayer of sending a kid to Harvard. Shouldn't government handouts be needs based, instead of showered down on the ultra-wealthy? Tuition at the average (non-Harvard) college is now $41,000 (unless it's your local community college). Who the heck can afford that? You're either praying for a scholarship, or a signing up for a student loan you can never realistically pay back. $160,000 for a bachelors degree in . . . . anything. Accounting. Nursing. Psychology. Zen and the Art of Motorcycle Maintenance . .. no value judgements here on your chosen major. I'm just saying that most people will never earn enough salary to justify that ridiculous expense. Okay - NOW let's move on to the Catholic Church. Another magic kingdom where the characters wear amusing historic costumes and have lifelong job tenure, like professors do. Let's agree up front that ordinary priests are probably not getting rich. Well, some of them do. But not THAT many, I'm hoping. The internet is vague on how many private jets the Vatican owns or leases. This is why god invented shell companies and subsidiaries. But at least SOME churches have jets. Someone with a charitable mindset is using chartered jets to fly migrants from Florida and Texas to even less hospitable spots - like New York and California. THOSE states are hopping mad, and threatening to sue whoever sent the jets. Good luck. If those planes were owned or operated by churches, forget it. You can't sue churches for ANYTHING. Not even pedophilia. Well, okay . . . these days you can take a whack at that one. But almost forever, you couldn't. Try finding a law saying that churches can't fly poor people from one state to another. I dare you. I don't think the Mormon church is involved in this migrant jet scam. But they do have assets of $100 billion. That's the equivalent of two Harvards. And the same kind of ginormous, awe inspiring castles as Harvard, the Vatican, and Disney's Magic Kingdom. How much does a lifetime pass to the Mormon-land cost? Well . . . it's a LOT. Theoretically 10 percent of your gross income. Before making student loan payments, or food clothing and shelter. But I'm guessing The Church of Jesus Christ of Latter-Day Saints is something like Harvard . . . there are discounts available if you know how to get them. Disney. Don't give me that annoyed look. I'm not going to do an impression of Ron DeSantis here. I'd just like to point out that Disney (US divisions only) had revenue of $85+/- Billion last year. This was during the pandemic. And “profits” - after expenses and deductions and exemptions and amortization and deferrals - of around $5 billion. Disney paid less than $2 billion in taxes. Disney of course isn't “tax exempt”. But if I told you there was a way to pull in almost a hundred billion a year tithes – er, I mean ticket sales – and pay less than 2% in taxes, you'd want to know how to get in on that yourself, right? Disney is NOT tax exempt, let me repeat. It's Just sitting on millions of acres of real estate, with billions of dollars of copyrights, licensed characters, exclusive film libraries, cable TV networks, And day passes to Disney theme parks now cost $1,100 for a family of four. Is that part of the government's estimate that inflation is only 8 or 9 percent? I've always wanted to live in a giant fantasy castle, like Harvard, the Vatican, the Mormons , or Snow White. But the odds of that are less than zero. But why do some of the planet's richest organizations get to do their thing tax free, or almost so? I'm not racist like Harvard - I don't believe in setting caps on student enrollment by race. I don't genuflect to a flying spaghetti monster. I don't believe Prince Charming is about to show up at my door and awaken me from this fitful dream, either. So why are everyone else's taxes so high, while these guys are living large? Some important context before I dive in: -I purchased my home in California in September of 2021 (1 year, 9mo ago) and it has been insured by the same company since day 1. This company was not one I had used before. -My home and property were in rough shape with a prior owner. Property was put to auction, purchased, rehabbed and used as a rental for a short time before I purchased it. -Google Maps still shows the property as it was when it was trashed. -My insurer’s name is a drink made with lemons and sugar. They’re a little weird but it was what I could afford at the time. -My real estate agent had the interior photos of the house removed from online listings, to their absolute credit. -My home is sound, tidy, well-maintained and up to code. -I have not made any claims about this home.
I received an email today from a representative at my insurer that says: “During a recent review of your home, it was discovered that your home may not meet our expectations for maintenance. In order for Lemonade to renew your policy, we require that you provide photos of your home. We'll need you to send in 1-2 current photos of each side of the exterior of your home, including the roof, and 1-2 photos of each room. Please provide proof no later than June 20, 2023. If we do not receive proof by June 20, 2023, you will receive a formal non-renewal notice.”
Now, at surface level- I kind of get this. They’re a cheap insurance company and they don’t have field agents to creep around taking pictures of the outsides of folks’ homes while they’re at work. Majority of listing photos are gone from the internet so they look on Google Maps, see a giant mess and say “oh dang, that’s not insurable.”
I have requested a) explanation of the methods used to “discover” that my home is not meeting their standards of maintenance, and b) documentation that outlines the expectations which they will be comparing my photos against. I got one canned and irrelevant response and then crickets once I reiterated (“per my last email…”).
Now, this is what I’m hung up on: never in my years have I heard of an insurer requiring photos of the inside of a home absent a claim. My home is my private space and I am a private person. I expected someone to come by and take photos of the outside, but this seems out of pocket and frankly suspicious. I’m simply not wired to figure out the labyrinthine purgatory of insurance discovery techniques but my little nut brain is screaming “why do they want to see my stuff??”
Am I overreacting? Do I just send them what they want and try to forget that everything I own and hold sacred is now perusable by total strangers? Feels illegal but so many things that feel illegal are just the unfairness simply existing within capitalism.
I digress.
I googled this scenario every way I could think of and can’t come up with a similar example. Policy says absolutely nothing about photos or documentation of property.
And yes. I called to get quotes from other insurers today.
TLDR: insurer wants photos of my whole life and I don’t feel like I signed THAT much of my life away when I bought this house…

I guess I was hoping this would not be getting worse, but another borrower just waked away from another property that was worth in the hundreds of millions and is allowing the learners to foreclose on it. The there’a another property that sold for $300 million in 2019 which is expected to hopefully sell for just $60 million. In San Francisco the commercial vacancy rate is running around 35% with some prime real estate building having an 80%-90% vacancy. Then I’m being told there are a lot of commercial real estate loans which up for renewal. With interest rates continuing to increase, and some much office space vacant, (no income) leaders aren’t inclined to give new loans and will foreclose. It’s looking like this is going to get worse.
What’s the effect this is going to have on residential real estate?

I have been working in military IT for 12 years, where I started in network operations, then worked on a help desk, and now work in cyberspace defense. I have 2 COMPTIA certs, 3 SANS certs, and a TS clearance.
In my role in cyberspace defense I haven’t been utilized because they either don’t know what I can bring to the table or don’t care as long as the systems are working.
Lately, I have had zero interest in anything IT and have been thinking about going to law school because I want to do work that is more meaningful. I would want to practice real estate law and carry out pro bono work to help those that can’t fight for themselves. Before I joined the military I always had an interest in law enforcement, mainly being a detective or the FBI. However, IT is something I became good at so I’ve stayed.
I’m just wondering if anyone else has experienced this and what made you stay or leave the field?

I really want to get into RE investing but have limited capital to start up. Been doing a ton of research (including reading this sub’s wiki) and I’m a bit overwhelmed with all the options.
My goal with getting into RE investing is to generate income to leverage into more and more properties, with the ultimate goal of having steady, passive income from my RE portfolio. I know that’s a bit idealistic but still.
So my question is this: if you had $10,000 and wanted to get into RE investing, which of these is the best bet? - investing in REITs - Real estate crowdfunding sites - “house hacking” - ie securing an FHA loan with a low down payment, purchasing a 3/4 family home, living in one unit, and renting out the rest. - seller financing (is this possible) - save up more $$ and think bigger - other?
For house hacking - would you do long term or short term rentals? - one other note - if I did house hacking, ideally I’d like to stay in my city (San Francisco) which is obviously VHCOL - would this be prohibitive?
Do any of these lend themselves to being able to leverage the property to purchase additional properties more so than the others?
Really appreciate any guidance and again, sincere apologies if this comes off as uneducated or low effort, I’m genuinely so confused as to what my best option is here.

My neighborhood is incredibly highly demanded and gentrifying, and there's a ton of real estate development happening. The church is probably hoping that they will be able to renovate the houses and then lend them to families in need. My thinking is it would be very easy for the church to sell the properties to a developer who does low income housing (something that is very common in my neighborhood). And these properties specifically would be gold because they are zoned in an area where you can build more units on the parcel. And then rather than the church only being able to house four families, a developer would be able to house dozens.
But the church probably won't go for it unless they can guarantee the properties will be turned into low-income housing. So what I'm wondering is if there is possible for the church to sell the properties contingent that they be turned into low-income units or units for first-time homeowners. Is that a contingency that they could write into the purchase contract?

Sorry this ended up being a lot longer than I thought it’d be, but it feels good to get all these things down on paper for me.
I started van lifing about a year ago, hitting the whole west coast and a lot of other south western states. I was never a runner, but I’ve lifted and rock climbed for years. Last July, I thought it’d be fun to sign up for a Spartan 5k obstacle race, since I’m pretty comfortable with the type of upper body movements, I just figured I needed to get some running experience under me. I didn’t take it super seriously, but by race time in the end of September, I could (barely) run a 5k. At some point during the race I tore a ligament in my shoulder, so that put lifting and climbing on hold for a while. After a few weeks of feeling restless I decided it would be a good time to start actually learning to run, so in November I started training more seriously, not with any program, but I would consistently run 2-3x a week. It synergized well with van lifing because it got me out on all sorts of cool trails that I wouldn’t have been able to hike before, and I discovered I actually really liked trail running, at least more than just normal street running.
In January I ran my first 10k in San Bernardino, CA, and the rush I got from the spectators and general energy of the event was electrifying, even though it was a pretty small event. That night, I looked on this subreddit for people’s favorite half marathons, even though in terms of distance and stamina I was nowhere near able to complete one at the time. An answer that kept coming up was the Steamboat half marathon, which was perfect because it was 5 months away, giving me plenty of time to bump up my mileage to the next level, and better yet, it’s where my dad lives, that I had been planning on going and seeing anyway since I’ve been away from home for a year. So I signed up, and got my ass in high gear, really taking training more seriously than I ever had, by reading up and following Hal Higdon’s HM Intermediate 2. To be honest, even then I was pretty loose with the program, because some of the hiking trails that I came across on my journeys were shorter than the run I was supposed to do that day, some were longer, and a lot were really hilly so I just kind of ran by instinct and feeling. Also, about 3 months before the race, while I was in northern Arizona/Utah, I got into mountain biking, and started really loving doing that, so instead of running 5-6x a week like I was supposed to, it was more like I was running 2-3x a week and biking 3-4x a week.
So in the month leading up to the race, I got back to Colorado to visit other family and friends, and I started doing a lot of research into Z2 training, which I’d heard of before but misunderstood the benefits as only helping prevent injuries. I ordered a chest strap HRM and my last ~3 long runs and all the short runs in between were at zone 2, which was painfully hard to stay in the first couple times. I went from doing my long runs at 8:30-9 min/mile paces to 12+ min/mile paces, and it was killing me from boredom and taking kind of forever. It didn’t help that at this point because I was back in cities visiting fam, I was doing road running and running on treadmills, both of which are terribly boring for me. But anyway I made it through, and I’m really curious how much that positively impacted my final results in the race yesterday.
The last few days leading up to the race were a bit chaotic, since my sister decided to visit my dad in Steamboat at the same time as me, which is a rare occurrence, so I was beholden to a lot of activities I might have declined otherwise. Including a 6 mile round trip hike to some hot springs the day before the race, where at the end right as we were leaving the hot springs I accidentally smashed my fucking middle toe right onto a rock, immediately causing it to bleed, bruise, and swell up. I wrapped it in some paper towels and managed to hike back down the mountain without major slowdowns, but at the back of my mind the entire time I was real scared that it was going to affect my time, or potentially keep me from racing at all. After the hike, we did a bike ride to a local river festival in Steamboat, which was about 2 miles of easyish riding. But combined with the sort of steep hike earlier, and tennis that I played with my dad the day before, my legs were really not feeling as rested as I wanted them to be. Luckily the night before the race I managed to get 7.5 hours of sleep, which was surprising since usually I’m too nervous to sleep the night before things like this.
Race
The Steamboat half starts on a local hill called Moon Hill at 6,990’ elevation, and ends in downtown Steamboat at 6,728’. So a net downhill, with some solid hills, the worst of them being around mile 9. The course takes you past some beautiful pastures, with a nice running river next to you in portions and great mountain views throughout. The area was especially green this year from all the rain.
The day of the race I had a solid bowl of oatmeal with protein powder, peanut butter, and an apple. Overnight, my toe had swollen up even more and it really hurt to walk around the house barefoot, so I was getting even more worried, but as soon as I put my shoes on the pain went away, I’m not sure if it’s the padding or what but I was super relieved. I managed to go to the bathroom at my dad’s once, and then again in a porta potty at the top of the hill, which I got to via a really long (~35-40 mins) shuttle ride.
The weather was great, about 42 degrees at the start of the race, and only got slightly warmer for the rest of it. There were lots of bends and curves throughout the course so I did my best to keep good racing lines. My plan was to do negative splits for the race, so the first several miles were pretty easy, and I followed my plan of eating one caffeine gummy every 2 miles. Halfway through the race I realized I wouldn’t make my stretch goal time of 1:40, but I was right on pace to make my real goal time of 1:45. I kept trying to speed up, but every time I did it felt like I was going to burn myself out by increasing the speed too much. At mile 9, the uphill portion really got to me and was giving me a major side stitch and my calves started cramping up, which slowed me down significantly, but immediately after that hill was the longest, steepest downhill portion of the whole race, which let me catch back up to where I was and mostly calmed my heart and lungs down. The calves cramping never really went away. The last couple miles were pretty rough as we turned into the town, the smell from cars driving around got to me and was making me feel a bit sick. In the last quarter mile with the goal in sight I realized I had more in the tank, so I had what felt like an all-out sprint for that last little bit of the race, and immediately collapsed onto the floor after crossing the finish line. A nice volunteer got me a cup of water since I was too gassed to stand for a few minutes.
Post-race
Post race I got my free beer and burrito, but those were way too heavy on my stomach immediately after running, so I passed the beer on to my dad and saved the burrito for later, but I did get an amazing donut which made everything I’d done that day feel worth it. My legs are still real damn sore 24 hours later.
Final thoughts: Everything I’d read leading up to the race implied that my quads would get super tired on a downhill race like this, but I didn’t feel that at all, and I’m wondering if it was because of all the mountain biking I did. I really wonder what my time would’ve been had I not hiked and biked the day before, and had a rather strenuous ‘taper’ week. Either way, I’m real stoked about my time for my first half marathon, and I’m gonna start looking up locations for the next one. I’m thinking California redwoods area.

There, a small firm called Silvergate Capital Corp. assured investors it was weathering a run on deposits. Its lifeline: about $4.3 billion from a Federal Home Loan Bank.
Heads turned across the financial industry.
Silvergate didn’t have a network of branches serving consumers, and it barely offered mortgages. It specialized in moving dollars for cryptocurrency ventures.
Soon it became apparent that a roster of troubled regional banks was leaning on FHLBs — a relic of the Great Depression originally aimed at ensuring financial firms have cash to lend to homebuyers. Yet the banks had little to do with everyday mortgage lending.
Silicon Valley Bank, catering to venture capitalists and tech startups, said it held $15 billion from an FHLB at the end of 2022. Signature Bank, with clients including crypto platforms, had $11 billion. And by April, First Republic Bank, offering mortgages to millionaires on unusually sweet terms, ended up with more than $28 billion. All four banks collapsed.
For many, that was a crystallizing moment for the 90-year-old Federal Home Loan Bank system, which has ballooned to more than $1.5 trillion while playing a growing role as a backstop for banks taking all kinds of risks — and a diminishing role in funding new mortgages. That’s raising questions about the purpose of FHLBs and why the private institutions enjoy so much government support.
This look at the system is based on interviews with more than 30 current and former FHLB officials, overseers, borrowers and other market participants, most of them speaking on the condition they not be named to candidly discuss confidential experiences. Many described an environment where loans are made quickly with little due diligence, generating billions of dollars a year in profits for FHLBs and the banks they serve — plus millions of dollars in bonuses and other compensation for their own executives.
It’s hard to imagine the Federal Reserve rewarding bosses for arranging industry bailouts, but that is in effect what now happens at FHLBs.
The FHLB of San Francisco, for example, more than doubled its assets last year as Silicon Valley Bank, First Republic and others embarked on their borrowing binges. Its chief executive officer, Teresa Bazemore, was awarded $2.4 million — much of it in bonuses — during 2022, her first full year atop the institution. SVB and First Republic now rank as the second- and third-largest bank failures in US history.
Bazemore's pay was tied to goals and other metrics the San Francisco FHLB's board set in consultation with a third-party expert and showed to regulators, said Elliot Sloane, a spokesperson for the San Francisco FHLB. “The level of advances to a member is based on a careful, thoughtful and conservative underwriting approach that takes all the relevant risk factors into account. That is our congressionally directed function,” Sloane said.
Many of the largest banks also have become accustomed to drawing financing from FHLBs, even as they pull back from lending to US homebuyers.
Wells Fargo & Co., JPMorgan Chase & Co. and Citigroup Inc. — among the system’s biggest users since 2010 — collectively tapped at least $62 billion during last year’s relatively sedate markets. Citigroup’s $19 billion amounted to 3% of the total cash pool, while the firm originated only 0.3% of the nation’s mortgages in 2022, according to bank regulatory filings and federal mortgage records. Wells Fargo borrowed $32 billion before announcing in January that it’s slashing mortgage operations.
The lion’s share of US home loans are instead issued by nonbanks, such as Rocket Mortgage, which sell them to free up cash to make new loans.
Those businesses generally aren’t eligible to tap the FHLB system.
More than 80% of the top 100 FHLB users borrowed more from the system than they loaned out as mortgages. Fourteen banks reported no originations.
One quirk of the system is that the government’s assistance doesn’t appear as a line in the US budget — sparing FHLBs the kinds of bitter congressional debates over expenditures that have gripped Washington in recent months.
Instead, government support starts with special treatment, giving FHLBs an edge in raising money cheaply. They gather most of their funding by selling bonds exempt from state and local income taxes. Buyers are also more comfortable with the debt because of the widespread assumption that if an FHLB ever runs into trouble, the government would jump in with taxpayer money to prevent default. Standard & Poor’s and Moody’s have said their credit ratings for the FHLB system would be several notches lower if not for the government's presumed backing.
“The implied guarantee is also not something that's conveyed by the government,” Ryan Donovan, CEO of the Council of Federal Home Loan Banks, said in an interview. “It's something the market perceives, that we're a safe place, that our debt that we issue is solid.”
Economists vigorously debate the value of the government’s support. Defenders of the system, such as former White House adviser Jim Parrott and economist Mark Zandi, estimate it was worth around $5 billion last year, while detractors peg the boost closer to $9 billion. Some of that is passed on to banks as a discounted source of financing. It also translates into higher profits for the FHLBs, which last year produced $3.2 billion in net income.
They held on to more than half that, lifting their stockpile of retained earnings to $24.6 billion.
A portion — about $1.4 billion — was paid banks and other “members” as dividends.
In the end, the $1.5 trillion FHLB system contributed a mere $355 million to a program supporting housing affordability last year.
“It’s embarrassing,” said Cornelius Hurley, an independent director on the board of Boston’s FHLB for about 14 years through 2021. “This is a public entity. We should be demanding more from them.”
Defenders acknowledge that the system is a quirk of history but say its ability to provide funding quickly is crucial, especially when crises erupt. FHLBs can start stabilizing lenders before they resort to tapping the Fed’s discount window, and before policymakers can meet to discuss other extraordinary measures.
Banks that do tap the discount window have to worry about stoking the very same public panic they are trying to quell.
“The members certainly could go to the Fed,” said Michael Ericson, CEO of the Chicago FHLB. “The challenge is there is a reputation risk associated with that. In talking with member institutions, they feel that the stigma is real.”
FHLBs didn’t always provide cash so freely. The system was almost comically risk-averse when President Herbert Hoover signed the law for its creation in 1932. In the first two years, hopeful borrowers filled out 41,000 applications for mortgages funded with FHLB money. Three were approved.
Back then, thrifts and insurers were the biggest lenders to homebuyers. The firms were supposed to go to local FHLBs and pledge collateral — such as home loans — to borrow cash and make additional mortgages.
But by the late 1930s, Franklin Roosevelt’s administration was creating an even simpler system: A new entity, Fannie Mae, would buy mortgages. About three decades later, Congress chartered Freddie Mac to help thrifts manage interest-rate risks. The pair gave rise to the mortgage-securities market, which funds most home loans today.
But in the 1980s, the savings and loan crisis erupted, prompting a government bailout. With so many thrifts failing, the FHLBs were losing too many members to sustain themselves. So in 1989, George H.W. Bush’s administration reached a deal to expand the FHLB system to serve thousands of banks — on the condition that 10% of profits would go toward supporting housing affordability.
FHLBs fought that requirement at the time, people involved in that process said. They now tout it as a core piece of their mission. Sticking to the Mandate
FHLBs have to set aside 10% of their profit for affordable housing grant programs. They rarely do more.
The number of lenders using FHLBs more than doubled to more than 8,000 by 2005 — while the system’s balance sheet swelled about sixfold to $1 trillion.
But after the 2008 financial crisis, the nation’s largest banks began pulling back en masse from mortgage lending.
Wells Fargo, JPMorgan and Citigroup collectively originated 4% of residential mortgages in the country in 2022, down from 13% in 2010. Rocket Mortgage increased its market share over the same period.
Still, FHLBs continued to swell as banks sought financing, especially in emergencies. The system’s total loans to members surged 28% to $1.04 trillion in this year’s first three months, beating a record set in the third quarter of 2008.
“What the home loan banks have become is a source of general liquidity to big banks,” said Bruce Morrison, former chair of the Federal Housing Finance Board. “They’ve made a great contribution for the last 50 years, but the market has changed. They’re doing a job that the Fed should be doing.”
Most Americans aren’t familiar with the arcane system.
A software engineer from a think tank recently went on National Public Radio’s “The Indicator” to take a quiz about this year’s turmoil in US banking. Asked to identify the industry’s “lender of second-to-last resort” from a list, she paused on the correct answer: the FHLB system.
“Sounds made-up,” she said.
When deposit runs at regional banks began making headlines around the world in March, few eyes were on the FHLBs as they furiously raised money to meet the incoming demand to aid banks, issuing $304 billion of debt in one week alone.
“People underestimate how much value they bring,” said Ted Tozer, the former president of Ginnie Mae. “The record number of advances this year when there was contagion shows a lot of it happens under the covers. The FHLBs are the shock absorbers.”
FHLBs can react so quickly because it’s hard for them to lose. They have a so-called super lien on the money they lend, putting them at the front of the line to get repaid if a bank collapses. The FHLBs note that any secured lender would take priority in the event of a bank failure.
But insiders say the super lien contributes to features of FHLB loans that can make them especially egregious. It's not uncommon for banks to bend accounting rules to get bigger advances. There's also little incentive to do thorough due diligence.
“You can look at who they are lending to and see it’s not because they’re doing a good job screening for bank quality,” said Kathryn Judge, a Columbia Law School professor who focuses on financial regulation. “It’s a byproduct of the fact there’s a mechanism in place to protect their interests.”
Two people who worked in different FHLBs for more than a decade said they never saw a loan turned down, no matter how poor the financial health of an institution. What matters, they said, is getting collateral — US Treasuries, home loans, mortgage-backed securities and other real estate assets.
*Though banks often have to pledge more collateral than they borrow, they have found ways to maximize the value of that collateral. Normally, firms label assets they intend to hold short term as “available for sale.” If the value of those assets fall in the market, the bank marks them down on its books and takes an immediate hit to its earnings. *
But firms may avoid markdowns by moving assets to a longer-term accounting bucket dubbed “held-to-maturity.” That allows them to preserve the value of collateral they present when borrowing from an FHLB.
Charles Schwab Corp.’s banking arm shifted $189 billion of agency mortgage-backed securities to that category last year. The firm borrowed $12.4 billion from the FHLB system through the end of 2022, and had the capacity to borrow $68.6 billion, according to an annual report. In the first quarter of 2023, its FHLB loans more than tripled.
The FHLBs don’t track how banks use their financing. The lifelines can help troubled banks avoid fire sales of assets. But if a firm’s balance sheet is in bad shape, collateralized lending may do little more than postpone the bank’s inevitable demise, potentially letting losses worsen. The Federal Deposit Insurance Corp. is left to clean up the mess.
“That delay makes a difference,” said Judge, the law professor. “Fresh liquidity allows them to limp on longer rather than evaluate their own viability.”
After the Fed embarked on a rapid series of rate hikes early last year, Silicon Valley Bank, Signature Bank and First Republic watched their assets lose value and their financial condition worsen until depositors panicked and FHLB lifelines were no longer enough. The FDIC estimates their failures will cost its main insurance fund more than $31 billion, including coverage of uninsured deposits that will be paid by a special assessment on the industry.
Meanwhile, the FHLBs and their lobbying arm boast that they’ve never had a loss on a loan in more than eight decades.
Large banks borrow from many sources, sometimes including more than one FHLB, putting the regional hubs under pressure to compete for business. A former official described how one of the nation’s four giant commercial banks played regional FHLBs off of each other, scoring better rates and terms.
Earlier this year, the FHLB of Chicago announced a sweetener for its members: “Early bird discounts.”
Through May 31, the FHLB promised better rates for loans given before 10 a.m. Banks could also get “volume discounts” if they took out advances larger than $100 million, according to its website.
Such gamesmanship irks policy advocates such as Aaron Klein, a senior fellow at the Brookings Institution. “No banks should be able to arbitrage the FHLBs against each other,” he said. “Members should only be allowed one.”
Chicago FHLB’s Ericson said that enticing members to come in the morning helps with planning and that it’s increasingly common for banks to borrow from just one FHLB.
Last year, the FHLB’s overseer — the Federal Housing Finance Agency — announced it would conduct a sweeping review of the system to consider whether it needs to be dramatically reshaped. The agency’s director, Sandra Thompson, later signaled dissatisfaction: “The status quo is not acceptable,” she said at a Brookings symposium in February.
But in the wake of March’s regional banking blowup, Biden administration regulators have been emphasizing the importance of FHLBs in stabilizing the industry’s balance sheets. “Through this period of market stress, the FHLBanks remained in a safe and sound condition and continued to serve their critical role,” Thompson told a congressional panel in May.
Her agency’s recommendations are expected later this year.
Some FHLBs are starting to voluntarily pay 50% more than required to housing affordability, and others are in the process of doing so, Donovan wrote to Thompson in March. That would raise their contribution to 15% of their profits.
Meanwhile, there’s a measure for consideration in Congress that would boost it to 20%. Housing advocates say that’s not enough, arguing that improving affordability should be a more central part of the business model than carving off a slice.
That wouldn’t include offering better financing terms to Community Development Financial Institutions, which fill gaps in lending to communities, such as minorities or people with low incomes or living in rural areas. The organizations often have to put up more collateral than banks and have a harder time accessing funding even though they more directly address affordability.
The FHLBs now have around 6,800 members. About 1% are CDFIs. At the same time, more than 500 insurers, including giants like MetLife Inc. that no longer play a pivotal role in housing, are some of the system’s biggest borrowers. On its website, investment firm Wellington Management urges insurers to burnish their profits by drawing even more FHLB money for leverage.
“You can be outraged but the outrage is in their purpose,” said Morrison, the former Federal Housing Finance Board chair. “The question is whether we really need this huge trillion-dollar institution or if they should be restyled. They serve a private purpose with public subsidy.”

Apple (NASDAQ:AAPL) is slated to host its Worldwide Developers Conference this week and all expectations are that the tech giant will finally take the wraps off its long-awaited mixed reality headset. The device, which has caused some recent press reports to question Apple's strategy, is likely to be the tech giant's first major product expansion in years, following the 2015 unveiling of the Apple Watch. While the Cupertino, California-based company is likely "well prepared" to bring the device to market, additional time may be given to developers to build apps and features for it.
The leaks: The headset, which could cost as much as $3,000, is likely to be called the Reality Pro or XR Pro, with a new operating system called xrOS. It's expected to launch with both augmented and virtual reality technologies (with an option to switch modes) and have a lightweight design similar to ski goggles. The device also comes with an external battery that can be worn on a person's body, incorporates Apple's processors and Siri, and may even feature an external screen and several external cameras.
Chief Executive Officer Tim Cook said "Yes" to the headset because he believes the long-term survival of the company depends on it, writes Investing Group Leader Trading Places Research. While SA analyst Ash Anderson takes a similar angle, he predicts WWDC might be a "sell the news" event for the tech giant. Today's keynote is scheduled for 1 PM ET, though the annual developer conference is slated to run from June 5 to June 9.
What else to watch: The headset is likely to focus on communication and video, as well as wellness and gaming, but Apple (AAPL) has a number of other announcements in the works. The company is likely to reveal new MacBooks at the event, perhaps showing off a new 15-inch MacBook Air. In addition, Apple is slated to unveil updates to its various operating systems - iOS, iPadOS, macOS, watchOS and tvOS. (65 comments)

OPEC+ takeaways
Previously warning speculators to "watch out," Saudi Arabia has gone through with additional voluntary cuts of 1M bbl/day of crude oil starting in July. The move would come on top of the 500K bbl/day voluntary cut announced in April, reducing total Saudi production to 9M bbl/day and marking its lowest output level since June 2021. WTI crude futures (CL1:COM) initially rose about 1% to $73/bbl on the news, though the rest of the OPEC+ group confirmed it would keep official production targets unchanged for 2023 and limit combined oil output from January-December 2024. System resilience
Large U.S. lenders like Morgan Stanley (NYSE:MS) may soon face revised capital rules following the collapse of smaller regional players earlier this year. Overall capital requirements could be raised by about 20% at institutions with at least $100B in assets, compared to the current $250B threshold that regulators currently reserve for their toughest rules. Credit card giants that are heavily dependent on fee income could also be impacted, as well as those involved in investment banking and wealth management. Michael Barr, the Fed's vice chair of supervision, previously hinted at tougher rules in a Congressional hearing last month, while the central bank has also admitted that its supervisors didn't fully appreciate the extent of the vulnerabilities. The Treasury's next move will be to refill the Treasury General Account, or TGA, at the New York Fed, which could lead to a "potent liquidity squeeze."
